Need an module coded

I have a few modules i need made. They should be fairly simple i could likely do them but i havnt wrote code in awhile.

The first one i need is a price based shipping module. With zones that will allow the selected zone to have free shipping above a certain price and flat rate shipping below. With a box reminding the customer " only $ x.xx needed for free shipping" in the cart somewhere.

How much and how long to make this module?

the first module already exist:
admin/module/order total modules/shipping fee
there you can set free shipping above a certain price and in:
admin/module/shipping module/shipping cost
you can set a flat rate shipping (below the free one).
About the "only $ x.xx needed for free shipping" you can insert it using the translation.
Example for free shipping above a certain price to insert in "free shipping table" of the first module above described:
IT,,19.90
It means in Italy free shipping above 19.90 (euro in that case, not including VAT)
US,,200
This means in USA free shipping above 200 (euro in that case, not including VAT)

After a brief fling with Stripe that ended with me closing my account . I need to check in on getting my payment processor coded for litecart. Who i have been using is Square. Let me know if anyone is interested.
