How do I disable Regional Settings pop-up?

I've come over from using PrestaShop and am so far loving LiteCart far better than PrestaShop!

However, one particular feature that's bugging me, and my customers, is the pop-up that appears when new users visit the page as shown here:

How can I disable that from appearing?

Keep up the great works guys! The only other thing I'd like is the ability to use PostgreSQL and more available themes. Other than that those two things, everything else so far is great!
