This add-on lets you subsidize the shipping options during checkout with the amount of the cheapest option. For protection you can set a limit of max subsidized amount that can be applied. You can also set a minimum subtotal threshold for triggering subsidized shipping, or limit it to a geo zone.
Upload and configure under Admin -> vMods.
