VAT confusion

In the shop we have 3 languages/countries. Base is Holland

If I select dutch language/country all VAT works perfectly
If I select one of the other language/country's all is VAT free
Witch is not correct.
Without or not valid VAT number dutch VAT 21% applies.
With valid VATnumber dutch-VAT 0% applies also set that way in the shop

I think I have set the Geo-Zones right
I think I have set the VAT and rate right

Do you only set VAT for base country or for all country's?

A tax rate is assigned to a geo zone with specific customer rules.

If the customer doesn't apply to the rules or the country is not in the geo zone no tax is charged.

Any possiblity to insert default tax rate FOR ALL countries?

Otherwite I have to add geozone called "World" and put there all countries. Not very pleasant .

Bosfor: No as there is no known case for a nation that charges national VAT allover the world.
