Adding an option for 24h time format in Settings

I would like to have the possibility to change time format from Settings / Defaults to 24h, because it's confusing to assign time for campaigns, for example, when you are used to 24h time format.

Even better would be the default time format to be based on store location, but this I suppose it's harder to achieve since some stores will sell their products worldwide. Although it could be based on location of admin, having it's a backend request.

My bad, forgot about those settings at language level!
I was able to change date format to DMY, but time format, even if changed to 24h, remains 12h with AM/PM. Tried for both languages - English and Romanian, for whici I added translations, and it is still like in picture below.

Actually I see that even date format didn't apply... Maybe it's a cache problem?

My bad. The date picker is a browser feature so you should check your browser locale setting.

Thank you, I would never think of this! My Chrome language was US English, after changing it to Romanian everything is perfect!
