Why not appear Store Zone despite its addition in Countries?

That happens when you send a HTTP POST for saving but don't provide the settings parameter. See the F12 browser Console -> Network tab -> Payload tab for the request what POST data was submitted. We are expecting the parameters "save" and "settings" when the button is pressed.
