Changing chmod to 777 did not help. Is there any way to find why it is failing?

I think this is a search and replace directive that fails. Try this Look at the install/upgrade_patches/2.2.3.inc.php file and see if you can do them manually. Remove the manually applied directives from the patch, and all successful commands prior to that line. Then hit F5 to resume upgrade.
