Taxes table won't initialize correctly

Taxes table won't initialize correctly if you don't define "zones" & "zones to geo-zones".
It's should not be always needed because:

[li]Some countries are not splitted into zones[/li]
[li]If you stay only in "catalog" mode (no add-to-cart button), then the prices will keep displaying with "Excluding Tax" text bellow[/li]
[/ol]

I don't understand. Tax is always bound to a geo zone. So create a geo zone. When you select country you are able to specify a zone or select all zones. You have seen this before in other platforms.
