How to fix this "We apologize for the inconvenience"

Sometimes while page is loading, I get this error 

[b]"We apologize for the inconvenience that the server seems temporarily overloaded right now."[/b]

How to fix this issue ?

There are two ways to fix this.
A) Fix the performance problem on the server.
B) Remove the notifiering from lib_stats.inc.php and pretend that nothing happened.
