Decimal VAT on printed order

By default litecart rounds the VAT rate on the printed order copy.  While this makes sense for most countries, some do use decimal VAT rates and the printed VAT is then wrong.

This simple vqmod prevents this.  The number of decimals is set to 1, but it can be changed by editing the vqmod accordingly.

Unzip the file under /vqmod/xml/.
